The United Nations is at a critical turning point. Never before have there been so many distinct, global
challenges demanding significant, substantive action from the international community. Clearly, the UN is
the institution of choice to address global issues through its established channels of multilateral diplomacy.
However, to become more effective and relevant the UN also needs to be reformed. The debate over reform
has caused rifts among member states that threaten the success of the reform process and pose problems for
UN’s on-going legitimacy and effectiveness.
How will the UN emerge from the present impasse?

Ambassador Gunter Pleuger’s thirty-year diplomatic career has encompassed: First Secretary at the Permanent Mission of the Federal Republic of Germany to the United Nations; Embassy Spokesman and Head of Press Division of the German Embassy in New Delhi, India; Director in charge of Public Information and Liaison with political parties, Federal Foreign Minister’s Office, Bonn; Minister-Counsellor for Political Affairs, German Embassy in Washington, DC; Head of Directorate for United Nations Affairs and Coordinator for Human Rights Issues, Federal Foreign Office, Bonn; Director General for United Nations Affairs, Human Rights, Humanitarian Aid and Global Issues, Federal Foreign Office, Bonn; Permanent Representative of Germany to the United Nations.
